The VA called this policy 'Efficiency Bonuses' but the goal was always to cheat as many Veterans as possible, and in the process save money.
The policy was to save money in the VA Budget by purposefully illegally cheating Veterans, so that the massive funds saved could be ripped off by VA Management with outrageous VA contracts for their 'friends'.
Many a time the Secretary of the VA has had his office remodeled at a cost of OVER a million dollars, and Regional Directors are noted for their massive stealing.
It is the little Veteran that gets robbed."
